Kennewick and Pasco sit near seven grains per gallon; Richland tests around 11.5 — among the hardest municipal water in Washington. Scale coats heater elements, narrows jet passages, loads filters and binds impellers. Most of what we repair traces back to it, and most of what we recommend is about slowing it down.
A flush with each refill keeps calcium off the element instead of on it.
A weekly dose keeps minerals suspended so they leave with the next drain.

A saturated cover makes a good heater look weak. Lift it — if it takes two people, it is part of the problem.
Check the filter and the water level. A FLO code is a flow problem first and a heater problem second.
Tape at the waterline for 24 hours with the cover on separates evaporation from a leak.
